Challenges Remain for Humanitarian Assistance in Gaza City Regardless of Temporary Peace
While the access route from Egypt becomes operational in the coming days, aid groups face major difficulties delivering assistance to Gaza City, the area hardest impacted by starvation, analysts state.
Transportation Issues
Major routes are practically blocked due to extensive devastation across the war-torn region – or continue to be under the control of military units. Any vehicle that stops working is almost certainly immediately stripped.
The primary crossing, the main entry point to the north, damaged by two years of war, has been shut down for several weeks, and government representatives have informed aid groups in Gaza that there are no immediate plans to activate the entry location, as stated by aid workers.
Destruction in Gaza City
The main city was the objective of a large-scale military operation begun in August that was still under way when the peace agreement was finalized recently.
Devastation in the northern region has been massive, with entire towns including local municipalities and adjacent communities in ruins as well as many of the peripheral zones of the main city.
"Any activation of a crossing into Gaza is positive, but we need to make sure we can help civilians where they are," stated an experienced official from a humanitarian organization.
Aid Circumstances
Local residents said many of the estimated 300,000 people who have gone back to the north from the overcrowded coastal zone where they had been living during the armed conflict were now "camping" among the debris of their homes, often without any housing and with insufficient food or water.
An official from a humanitarian body said the damage in northern Gaza was "devastating".
"There is block after block, building after building ... there is extreme need for drinking water. The situation is dire. We must have each access route functioning," the official, who was in the northern city recently, added.
Restricted Distribution
A community leader based in the urban center said the necessities in what used to be the territory's bustling commercial and community focal point were "immense".
"We see hope and optimism but there needs to be rapid progress on the access routes. There has been no substantial progress on the situation yet," the director said.
"We are still getting a small quantity of aid [and] we are now commencing to comprehend the extent of devastation. Multiple thoroughfares are completely covered in rubble ... there is hardly any residence that is secure. There is damage and unexploded ordnance throughout the area."
Current Developments
On Saturday, relief groups said small quantities of vital cooking gas reached Gaza for the first time in seven months, along with shipments of wheat, cereal and produce. The recent deliveries sent commercial prices tumbling.
In the central town, a local resident said there had been noticeable change since the peace agreement.
"The markets are full of supplies, fresh goods, and produce, although the costs are remaining elevated and not attainable for everyone," the resident said.
Cold Season Requirements
"The primary requirements at present, especially with the approach of the cold season, are to have a tent to shelter us from the low temperatures and cold-weather clothing because the stores do not have sufficient clothing for us or, if they can be found, they are very few and extremely pricey."
Several internationally-backed bread-making centers in central and southern Gaza have resumed functioning since the truce.
Support Delivery
Transport were reported to have entered the Kerem Shalom crossing through Israeli territory to Gaza during the week, though exact numbers were unclear.
The nation's media outlet announced that the day's assistance transports would include food, treatment resources, petroleum products, propane and equipment to fix crucial facilities.
"Assistance resources keeps coming into the Gaza territory through the Kerem Shalom crossing and other crossings after safety verification," an Israeli security official commented.
Delivery Challenges
But monitoring the quantity of vehicles could be deceptive, warned a professional from an international NGO. "We must determine what is in the transports and their capacity levels for it to be a truly significant metric," the official stated.
Business entities are sending fleets of vehicles loaded with confectionery, fizzy drinks and light food, which have poor dietary quality, while emergency treatments for young people or people who have been without adequate food for multiple years are unavailable.
Treatment Situation
Within the northern urban center, only seven medical centers are working, compared with 45 in earlier this year.
Many agencies have substantial resources worth of supplies warehoused in the region pending distribution. A humanitarian body working with local residents across the region for decades has extended provisions of sustenance for everyone in Gaza prepared to be distributed.
"We maintain the materials, the instruments and the capabilities ... we just need the access," said a humanitarian staff member, recently returned from Gaza.
Political Factors
A proposed plan specifies that "complete" assistance should be delivered to Gaza and be provided through the UN and humanitarian networks, without obstruction from any military groups or state authorities.
This appears to exclude the controversial Israel-backed humanitarian organization which commenced activities in spring, leading to disorderly situations and hundreds of deaths as numerous individuals gathered around its distribution sites.
